A new ruling could lead to money for the nine men pardoned in the 1999 Tulia Drug Sting. Forty-six people were arrested in a sting that civil rights leaders say was racially motivated. Governor Rick Perry pardoned 35 of the defendants in 2003.
Supervisory Assistant State’s Attorney L. Mark Hurley, 47, was placed on paid administrative leave last Wednesday while allegations that he stole victim restitution money are investigated. He has been a prosecutor since 1986. The theft allegedly occurred after criminal defendants agreed to hand over restitution money to the prosecutor’s office — which was supposed to be forwarded to victims — in exchange for a lighter sentence, sources said.
ACPO welcome the opportunity to work with colleagues from the Home Office and Youth Justice Board in developing and piloting a restorative approach to resolve minor offending by children and young people, at the time or soon afterwards, to the satisfaction of all those affected by the behaviour.
“Restorative justice, to a lot of police, is a touchy-feely, new kind of thing,” he said.
Ottawa’s new police chief says he wants to expand restorative justice in the city. Chief-designate Vernon White, who starts his new post in May, told the Citizen Friday that he hopes to institute a restorative justice program within six months.
Most young men caught up in criminal activity have lost several friends and family members and never have received grief counseling. They live with the anger and hopelessness that breed violence. In fact,many shootings and homicides are in retaliation for previous attacks, creating a never-ending cycle.
