The Department of the Interior and Local Government has ordered the release of 114 children-in-conflict-with-the-law in compliance with the latest directive of President Gloria Macapagal-Arroyo for prison authorities to free all juvenile offenders still languishing in jails.

A majority of teenagers who commit minor crimes will no longer be arrested or sent to jail, but will be dealt with through alternative means, if a revolutionary bill approved this week by the government receives Knesset approval. The bill is meant to introduce into Israeli law the principle of "healing justice" - mending the damage to the victim and community, and obligate the offender to take responsibility for his actions and undergo rehabilitation.
